And so we arrive at a moment of truth. In Tehran last year, supporters of Iranian President Hassan Rouhani explained, almost giddily, how this nuclear deal would remake their country.
As explained by economist and financial consultant Rocky Ansari, if Rouhani could succeed economically and diplomatically, then conservative regime powerbrokers who had wielded the "Great Satan" bogy as a pretext for squeezing the juice out of life for Iranians for more than three decades, would become impotent – and thus be unable to block a subsequent push by Rouhani for social and human rights reforms.
Rouhani's moment has arrived – we have the deal that Ansari said he'd need to refashion his country.
As agreed in talks concluded late on Monday in Vienna, sanctions go; Iran keeps its "peaceful" nuclear program; Tehran reduces its stockpile of low-enriched uranium by 98 per cent; and it reduces by two-thirds, to 5060, the number of centrifuges at its Natanz processing plant.
There will be continuous international monitoring of the program. And in a devilish deal, there's to be a "snapback clause"– if an international panel declares that Iran is not keeping its side of the bargain, it'll be reshackled in sanctions in a matter of weeks.
What remains to be seen is if the affable Rouhani is the man for the job.
To be described as a reformist in Tehran doesn't mean a lot in terms of departure from the radical conservatism that underpins the regime of the Supreme Leader, Ayatollah Ali Khamenei. And it's not as though Iran has become a human rights haven under Rouhani's management since he won office in 2013.
