The Canadian Senate is unpopular, but it can serve a useful purpose. In should be a voice for the provinces (not the federal political parties), a “Chamber of Sober Second Thought,” and a check on the unfettered power of the Prime Minister.

 Under the Constitution, the Prime Minister appoints Senators. Amending the Constitution is effectively impossible, given needed “deals” with the provinces and likely another referendum.

Canada ranked fourth overall in the school's 2015 Global Creativity Index, which measured 139 countries on sustainable prosperity according to talent, technology and tolerance.

While Canadian society is considered the most tolerant in the world, according to the University of Toronto’s Martin Prosperity Institute, there is some room to improve on talent and technology.

Conservatives are feeling a “certain liberty” to speak candidly, without fear of “reprisals” or the pressure of government where even a minor difference of opinion could be construed as a split in the party since Stephen Harper stepped down as leader on Oct. 19 following their election defeat.

“They were told not to talk to the media. Any association with the media was tended to be frowned upon,” said former Alberta Conservative MP Lee Richardson, who won four consecutive elections between 2004 and 2011. He was also a Progressive Conservative MP from 1988 to 1993 under former prime minister Brian Mulroney.

He wasn’t put back into his old role as Finance minister but Ralph Goodale features prominently in influential Cabinet committees, sitting on five and chairing one.

Public Safety Minister Goodale’s (Regina-Wascana, Sask.) Cabinet committee roles include the Agenda and Results Committee—which replaced the influential Plans and Priorities—and he chairs the committee on Canada in the World and Public Security.

“He’s starting to look like a deputy prime minister even if there’s no such title,” said Don Boudria, a senior counsellor with Hill and Knowlton Strategies and former Liberal Cabinet minister.
