Mashav alumnus returns to Israel as president of Honduras Posted: 03 Nov 2015 01:59 PM PST Israel’s Agency for International Development Cooperation(Mashav), has alumni who have risen to high positions in their home countries, but according to President Reuven Rivlin, none has returned to Israel until now as the head of his or her country. The exception is Honduras President Juan Orlando Hernández, who, accompanied by several of his country's ministers, called on Rivlin at the latter's official residence on Thursday. Hernandez won a scholarship in the early 1990s to attend a Mashav young leadership program, which has obviously paid off. In the course of his visit with Rivlin, a development cooperation agreement on agriculture; water management and conservation; training; and capacity building was signed by Arturo Corrales Alvarez, the Honduras secretary of foreign affairs and international cooperation, and ambassador Gil Haskel, deputy director-general at the Foreign Ministry and head of Mashav. Another cooperation agreement was reached between Hernandez and Rivlin on the basis of trust, without any documentation or signatures. Each agreed to speak out on behalf of the other's country in all international forums, and particularly when speaking to members of the US Congress. Hernandez said that he hoped that other young people from his country would be able to benefit from the Mashav leadership course, just as he did. He also spoke of the 15 years of violence that his country has been subjected to by drug traffickers, resulting in the deaths of more than 30,000 people. Rivlin's response was that terrorism is terrorism – whether it be the outcome of fundamentalism or drug trafficking. Rivlin noted that the defense establishments of both countries are in close and constant contact. Chinese and French presidents reach deal on climate change Posted: 03 Nov 2015 01:56 PM PST http://news.xinhuanet.com/english/2015-11/03/c_134776504.htm President Xi Jinping and his French counterpart Francois Hollande issued a joint statement on climate change in Beijing on Monday, vowing to promote a working program to accelerate pre-2020 efforts in mitigation, adaptation and support during the Paris climate summit. They called for a better transparency system to build trust and confidence in the Paris pact, as well as means to review the actions and support of various parties. France will host the climate summit in Paris (COP21) in December, which is largely expected to result in a global and binding agreement on addressing climate change. Hollande is visiting China ahead of the summit to seek China’s support for a new climate change deal in Paris. The two presidents reaffirmed joint efforts to push forward an ambitious and “legally binding” Paris agreement on the basis of equity and the principle of common but differentiated responsibilities and respective capabilities. “The agreement must send out a clear signal for the world to transition to green, low-carbon, climate-resilient and sustainable development,” said the statement. They stressed that developed countries should continue to offer enhanced financial, technological and capacity-building support to developing countries in the post-2020 period. Xi and Hollande also pledged stronger cooperation in countering climate change in areas such as low-carbon transportation, renewable energy, and carbon capture and storage technologies. “China is committed to ensuring the success of the climate conference,” Xi told Hollande in their talks on Monday afternoon. Xi said China supported France as the host of the conference, voicing confidence that it would successfully play its role as a coordinator to facilitate a balanced and comprehensive result. “I’m confident for the progress of the conference. Our statement has injected positive energy to the multilateral process of addressing climate change,” Xi told a press briefing after the talks. China has made multiple climate pledges. These include a decision to launch a national carbon cap-and-trade system in 2017 to help contain emissions, establishing a 20-billion-yuan (3.1-billion-U.S.-dollar) fund to help other developing countries combat and adapt to climate change, and cutting carbon dioxide emissions per unit of gross domestic product (GDP) by 60 percent to 65 percent from the 2005 level by 2030. “The French president’s China trip is part of his climate change diplomacy which aims to regain Europe’s leading role in addressing climate change after the unprosperous Copenhagen conference,” said Cui Hongjian, a specialist in China-Europe relations at the China Institute of International Studies. During their talks, Hollande told Xi he is visiting China hoping to further the all-round strategic partnership with China. The two countries share similar views on many global affairs, and maintain political trust and dialogue, he said. Xi proposed both countries boost major cooperation projects in nuclear power and aeroplane manufacturing, increase cultural exchanges and jointly promote the building of new international relations. The Chinese president welcomed France to participate in the Belt and Road initiative. Suu Kyi set to be anointed by Myanmar voters Posted: 03 Nov 2015 01:53 PM PST Smart, single and certain to win, the candidate for Aung San Suu Kyi's party summed up its appeal in this weekend's election as she looked out over Chinatown in the heart of Yangon. "To be honest, they are voting for the National League for Democracy because it is Suu Kyi's party. From my door-to-door experience, they don't ask about what kind of policy we will implement," said Khin Moht Moht Aung. At 30, she embodies the heady optimism in the air as the NLD races towards the prize stolen from its founder a generation ago. For its leader, Ms Suu Kyi, 70, a Nobel peace laureate, the right to form a government promises a personal triumph. It may also vindicate the democratic nations which isolated Myanmar with sanctions during its long years under the junta. Ms Aung, an economics graduate who went straight into full-time politics, is one of a carefully chosen crop of female politicians of the future. "Most of the people in the constituency are half-Chinese like me," she said. "They want a stable government because it's good for business and they think we are it." In a scene unimaginable just eight years ago, when troops on these streets opened fire on monks and student protesters, she campaigned last week among stallholders dispensing deep-fried squid, and sellers of apples and pears from China. Loudspeakers on her campaign float blared syrupy pop tunes and lissom girls in red T-shirts gyrated to the beat while teenage boys handed out flags bearing the NLD's symbol of a golden peacock. "Mother Suu is with us all, she is the leader of the people," went one catchy song. The message went down well even with hawk-featured traders in bullion shops. "The NLD picked single women because it reminds people of Daw Suu's sacrifice," confided a local journalist, using an honorific to refer to the NLD leader. Ms Suu Kyi gave up her life as a wife and mother to remain in Myanmar under military rule, leaving her husband, the British scholar Michael Aris, to raise their two sons, Alexander and Kim. He died of cancer, aged 53, in 1999. That British link plays a crucial part in Myanmar's future because its constitution bars anyone with foreign family ties from becoming president. It means that even if the NLD wins at the polls, Ms Suu Kyi cannot hold the highest office.
