The sensational leak shows that Blair had given an unqualified pledge to sign up to the conflict a year before the invasion started. It flies in the face of the Prime Minister's public claims at the time that he was seeking a diplomatic solution to the crisis. He told voters: 'We're not proposing military action'– in direct contrast to what the secret email now reveals. The damning memo, from Secretary of State Colin Powell to President George Bush, was written on March 28, 2002, a week before Bush's famous summit with Blair at his Crawford ranch in Texas. In it, Powell tells Bush that Blair 'will be with us' on military action. Powell assures the President: 'The UK will follow our lead'. The disclosure is certain to lead for calls for Sir John Chilcot to reopen his inquiry into the Iraq War if, as is believed, he has not seen the Powell memo. A second explosive memo from the same cache also reveals how Bush used 'spies' in the Labour Party to help him to manipulate British public opinion in favour of the war. The documents, obtained by The Mail on Sunday, are part of a batch of secret emails held on the private server of Democratic presidential candidate Hillary Clinton which U.S. courts have forced her to reveal. Former Tory Shadow Home Secretary David Davis said: 'The memos prove in explicit terms what many of us have believed all along: Tony Blair effectively agreed to act as a frontman for American foreign policy in advance of any decision by the House of Commons or the British Cabinet. 'He was happy to launder George Bush's policy on Iraq and sub-contract British foreign policy to another country without having the remotest ability to have any real influence over it. And in return for what? ‘For George Bush pretending Blair was a player on the world stage to impress voters in the UK when the Americans didn't even believe it themselves'. Davis was backed by a senior diplomat with close knowledge of Blair-Bush relations who said: 'This memo shows beyond doubt for the first time Blair was committed to the Iraq War before he even set foot in Crawford. ‘And it shows how the Americans planned to make Blair look an equal partner in the special relationship to bolster his position in the UK.' Blair's spokesman insisted last night that Powell's memo was 'consistent with what he was saying publicly at the time'. The former Prime Minister has always hotly denied the claim that the two men signed a deal 'in blood' at Crawford to embark on the war, which started on March 20, 2003. The fleet review in seas near Tokyo yesterday was the first major display of Japanese military hardware since Prime Minister Shinzo Abe won lawmaker approval for legislation that, for the first time since World War II, will allow Japanese soldiers to defend their foreign allies. Mr Abe is pursuing a doctrine of collective self-defence with allies which is meant to give Japan a bigger role in regional security in order to counterbalance the military power of an increasingly assertive China. Neighbouring China – which is involved in maritime disputes in the East China Sea with Japan, and in the South China Sea with several South-east Asian countries – has said that it is wary of Japan’s changing defence posture. Mr Abe, in an address after the maritime show, told sailors to gird themselves for future missions and “to continue to guard the nation’s peace”. Joining the Japanese navy were vessels from India, South Korea, Australia, France and the United States, including the Japan-based aircraft carrier, the 333m-long USS Ronald Reagan. Altogether, 50 vessels and 61 aircraft participated in the display, which is held every three years. The centrepiece of Japan’s naval line-up was the Izumo helicopter carrier, Japan’s biggest warship since World War II. The 248m-long flat-top, which was commissioned in May, is a highly visible example of how Japan is expanding its military capability to operate overseas. The Maritime Self-Defence Force designates the vessel as a destroyer, keeping it within the bounds of a pacifist Constitution that forbids Japan from possessing the means to wage war, such as force-projecting carriers. An announcement made on Friday by the organization represents a three-fold increase in numbers of those not receiving enough food since fighting began in March. Afshan Khan, director of the UN Children's Fund's emergency programs worldwide, told Reuters Friday that "We are facing the potential of a huge humanitarian catastrophe… The levels of malnutrition that are being reported for children are extremely critical. "A nutritional survey will be done at the end of October. How close are we to a famine declaration? We see some zones that are worse than others," she confirmed. The World Food Program (WFP) has been ringing the alarm over the situation since the summer. Some 13 million people have not had access to adequate food, six million of which were in a particularly difficult situation. The number of children under five facing severe acute malnutrition continues to grow. Currently the figure stands at 537,000, with visible bodily changes; another 1.3 million are moderately malnourished, latest UN figures claim. Fewer than one in five feeding centers are functioning in the country. But even with UNICEF programs being set up, the situation isn't likely to get better soon, as some of the existing centers are in Al-Qaeda-held regions – such as the eastern province of Hadramawr. The agency operates 43 mobile screening teams that monitor malnutrition. Saudi Arabia has been battling Houthi rebels in its support of the exiled Yemeni government. Violence has been ongoing since late March, with barely any halt in hostilities – a fact that has rendered most humanitarian efforts almost useless, sinking the country into further oblivion and displacing an estimated 10 percent of Yemen's population, of about 23 million people. The conflict is seen by observers to largely be a proxy war between outside forces loyal to Sunni monarchies and those on those on the Shia side, like Iran, which are strongly opposed by the Western powers. The death toll has climbed to 5,400 people in one of the poorest Arab countries. UK Treasury softens accountability rules on City bankers..lol? The Finance Ministry said it would drop its plans to implement rules which would have made senior bankers "guilty until proven innocent," thereby requiring them to prove they were unaware of or had taken action to prevent misconduct. The rules, known as the 'reverse burden of proof,' are to be scrapped and replaced with a less arduous 'duty of responsibility,' which puts the onus on regulators to prove that reasonable steps to prevent breaches were not taken. The move is a blow to the Serious Fraud Office (SFO), which has campaigned for the change since Director David Green took over in 2012. Even senior industry figures welcomed the reforms when they were announced last year. In an op-ed in the Financial Times last October, TSB Non-executive Director Philip Augur said that more stringent regulations, such as the reverse burden of proof, were unlikely to damage the City. "There is particular concern over the reversed burden of proof, which assumes that there has been a management failure in the event of a rule being breached. However, the principle that senior persons must take responsibility is irrefutable," Augur wrote. "The right way for the banks to respond is to improve the quality of supervision; ensure that they have adequate management information; and simplify their business to help manage it safely…" "…Provided the regulations respect fundamental legal principles – and clearly define how and where the reverse burden of proof will be applied – it is difficult to see how measures that would lead to improved governance would damage the City's standing," he added. Bank of England Deputy Governor Andrew Bailey said the change made little difference to the regulations within the Bank of England and Financial Services Bill. "This change is one of process, not substance. The focus for firms and individuals should be on complying with both the letter and the spirit of the rules rather than considering ways to circumvent them," Bailey said in a statement. Britain's financial services industry has long resisted tighter regulations proposed in the wake of the 2007-2008 financial crash. Disgraced bank HSBC moved some of its staff to Hong Kong in August, citing concerns over tax and regulatory changes. The New Economics Foundation (NEF) has warned that without more stringent regulations, the City of London remains "extremely" vulnerable to a future crisis. In a report published in June, the think-tank called for sweeping changes to the banking sector. NEF economist Josh Ryan-Collins told RT at the time that the financial services industry is "not well placed to survive another major financial crisis."
