New Justice Department policy aims to get tough on Wall Street fraud..lol? Posted: 15 Sep 2015 04:07 PM PDT http://www.usatoday.com/story/news/2015/09/09/justice-department-wall-street-fraud/71983152/ The Justice Department issued a new policy Wednesday that made the prosecution of Wall Street executives involved in financial fraud a major priority, all but acknowledging nagging criticism that powerful corporate figures have escaped criminal charges in favor of giant monetary penalties. “Effective immediately, we have revised our policy guidance to require that if a company wants any credit for cooperation, any credit at all, it must identify all individuals involved in the wrongdoing, regardless of their position, status or seniority in the company, and provide all relevant facts about their misconduct,'' according to Deputy Attorney General Sally Yates' prepared remarks for a Thursday speech atNew York University Law School. "It's all or nothing. No more picking and choosing what gets disclosed. No more partial credit for cooperation that doesn't include information about individuals,'' Yates said. The New York Times first reported the policy change Wednesday night. Yates' prepared remarks elaborate on policy issued to federal prosecutors nationwide Wednesday, calling for federal authorities not to provide individuals "protection from criminal or civil liability,'' absent extraordinary circumstances. "The rules have just changed,'' Yates said. "Effective today, if a company wants any consideration for its voluntary disclosure or cooperation, it must give up the individuals, no matter where they sit within the company.'' In the aftermath of the financial crisis and housing market collapse, Justice has long been criticized for failing to target executives who presided over the rampant fraud that facilitated the crises. "Corporate matters cannot be resolved without clear plan to resolve cases against individuals and all decisions declining to prosecute potential culpable individuals must be approved by the U.S. attorney of the head of the division handling the case,'' according to the new Justice guidelines. "Civil attorneys will consistently focus on individuals as well as the company and evaluate whether to bring suit against an individual based on considerations beyond that individual's ability to pay.'' Some of the changes, according to the memo distributed to all 93 U.S. attorneys' offices across the country, "represent a departure from the department's long-standing approach to corporate prosecutions.'' "The policy will apply to all future investigations of corporate wrongdoing,'' the memo states. Yates, in remarks to the NYU law school, said the "mission here is not to recover the largest amount of money from the greatest number of corporations. "Our job is to seek accountability from those who break our laws and victimize our citizens. Nato chief Jens Stoltenberg said if confirmed, Russia’s involvement would not help to solve the conflict. Separately on Wednesday, US Secretary of State John Kerry “reiterated” his concerns to Russian Foreign Minister Sergei Lavrov over the phone. Russia, a key ally of Syria during its four-year civil war, says it has sent military experts but that is all. Correspondents say that without Moscow’s backing, Syrian President Bashar al-Assad may have fallen by now. Unnamed US officials quoted by Reuters say Moscow has sent additional aircraft and two tank landing ships to Russia’s naval base in the Syrian coastal city of Tartus, within the past day or so. They also say a small number of naval infantry forces have been deployed. But a Russian foreign ministry spokeswoman insisted on Wednesday that this was nothing new, arguing that Moscow had been openly supplying weapons and sending military specialists to Syria for a long time. “Russia has never made a secret of its military-technical cooperation with Syria,” Maria Zakharova said. NASA plans to land on Jupiter’s moon Europa and look for life Posted: 15 Sep 2015 04:01 PM PDT http://www.rt.com/usa/314865-nasa-land-jupiter-moon/ NASA could launch a landing probe to explore a Jovian moon called Europa that is the most likely candidate for hosting life in the Solar System after Earth, the agency's scientists announced during a Space conference. NASA's forthcoming space mission could shed light on one of the most intriguing places relatively close to our planet by employing a landing probe capable of closely examining the orbital body's icy surface, which hides a giant ocean that might just harbor life, Space.com reports. Past studies have shown that this icy world has a huge sub-surface ocean that is twice as deep as the deepest spot in Earth's oceans. It has existed for billions of years, being almost as old as the Solar System itself. Additionally, it is in contact with the moon's rocky mantle, which enables chemical reactions that can lead to the conception of life. The conditions on Europa have long intrigued scientists, making the icy moon number one in the astrobiologists' destination wish list. Now, NASA is getting closer to satisfying this curiosity, as it is planning to add a landing probe to its Europa space mission, which is scheduled to launch in the 2020s. The main focus of the mission will be to study the Jovian moon from orbit, but NASA is now eyeing surface exploration as well. "We are actively pursuing the possibility of a lander," Robert Pappalardo, Europa project scientist at NASA's Jet Propulsion Laboratory (JPL) in Pasadena, California, said during a panel discussion at the Space 2015 conference earlier this month. NASA is now analyzing the possible costs of adding a surface module to its mission. "NASA has asked us to investigate: What would it take? How much would it cost? Could we put a small surface package on Europa with this mission?" Robert Pappalardo said. The American space agency also contacted their counterparts in Europe with a proposal to take part in the mission and contribute to a lander, ice-penetrating impactor, or other aspects of a possible surface part of the mission, Spaceflight Now reported in April.
